The Government of Punjab has implemented a series of measures to strengthen transparent service delivery and citizen satisfaction. The recently promulgated Punjab Transparency and Right to Information Act 2013 and implementation of Punjab Public Management Reform Program (PPMRP) are part of the larger agenda to promote e-governance and spread evidence-based information, from the Government as custodians of information to the citizens its rightful owners.

The Punjab Transparency and Right to Information Act 2013, under Section 4, requires all public bodies to proactively disclose information about their structure, functional mechanism, and projects.

Powers and Functions of Officers and Employees

1. Chief Executive Officer (CEO)

Functions of the position
Chief Executive Officer is held accountable for the following duties and responsibilities:
  • Develop a strategic plan to advance The Punjab Educational Endowment Fund ("PEEF") mission and objectives and to promote quality education for all needy meritorious students of Punjab.
  • Ensure the company is in compliance with all rules, regulations, statutes and laws and in case of any gaps, take action to resolve the issues.
  • Oversee company operations to insure transparency, efficiency, quality, and cost-effective management of resources.
  • Plan, develop, and implement strategies for generating resources and/or funds for The PEEF.
  • Provide recommendations to Board of Directors ("BOD") related to company's operational procedures, policies, and standards
  • Review activity reports and financial statements to determine progress and status in attaining objectives, revise objectives and plans in accordance with current socio-economic conditions.
  • Analyze employee turnover rates to identify fundamental problem areas, if any.
  • Review budget of the company for reasonableness of assumptions, quality of projections and relevancy in light of recent corporate changes and goals.
  • Oversees the evaluation of company performance for compliance with established policies and objectives of The PEEF and contributions in attaining objectives.
  • Promote The PEEF through written articles and personal appearances at conferences and on radio and TV.
  • Represent The PEEF at legislative sessions, committee meetings, and at formal functions.
  • Promote The PEEF at local, regional, national, and international constituencies.
  • Build a fundraising network using personal contacts, direct mail, special events.
  • Evaluate in-place systems and procedures and streamline where appropriate.
  • Evaluate technology implementation and optimize within budget constraints.
  • Presents The PEEF's annual report at Annual General Meeting ("AGM").
  • Contributes value added feedback to various Board Committees of The PEEF.
  • Oversees the evaluation of operating and financial performance.
  • Other duties as assigned by the Board of Directors.

    2. Chief Financial Officer (CFO)

    Functions of the position
    Chief Finance Officer is held accountable for the following duties and responsibilities:
  • Create, coordinate, and evaluate the financial management system and supporting information systems of the company to include budgeting, tax planning, funds management and conservation of assets.
  • Approve and coordinate changes as well as improvements in automated financial and management information systems for the company.
  • Ensure compliance with all the relevant laws.
  • Oversee the approval and processing of receipt of funds, expenditure, disbursement of scholarships to selected Scholars, and investment of funds, accounts payable and receivable functions.
  • Coordinate the preparation of financial statements, financial reports, special analyses, and information reports.
  • Develop and implement finance, accounting, and internal -auditing procedures.
  • Establish and maintain appropriate internal control safeguards.
  • Interact with other managers to provide consultative support to planning initiatives through financial and management information analyses, reports, and recommendations.
  • Ensure that the records systems are maintained in accordance with generally accepted accounting standards.
  • Develop and direct the implementation of strategic business and/or operational plans, projects, programs, and systems.
  • Assist in obtaining/renewing the necessary licenses and insurance required for running the smooth operations of the company.
  • Analyze cash flow, cost controls, and expenses to guide the management.
  • Analyze financial statements to pinpoint potential weak areas.
  • Establish and implement short- and long-range goals, objectives, policies, and operating procedures.
  • Serve on planning and policy-making committees.

    3. Company Secretary

    Functions of the position
    Company Secretary is held accountable for the following duties and responsibilities:
  • Be conversant with the provisions of the Companies Ordinance 1984, keep abreast of legal interpretation thereof and know the contents of the company's memorandum and articles of association;
  • To ensure that the Company's legal responsibilities under the Companies Ordinance 1984 and other statutes and by laws are correctly fulfilled and full compliance maintained with the memorandum and articles of the company;
  • To prepare, in consultation with the CEO, the agenda and other documents for regular, annual general meetings and extra ordinary general meetings of the Board of Directors;
  • To arrange with the CEO, to call and hold meetings of the Board of Directors and prepare minutes of meetings proceedings there at, and ensure follow up action as the decision taken in the meeting.
  • To attend the Board meetings in order to ensure that the legal requirements are fulfilled, and provide such information as may be necessary.
  • To maintain statutory books and registers, such as, register of members, register of mortgages and charges, register of directors, minute's books of general meetings and of directors meetings.
  • Prepare and file various statutory returns and forms required under the Companies Ordinance 1984.
  • Keep proper records of all the meetings and attendance thereto.

    4. Manager Administration & Human Resources

    Functions of the position
    Manager Administration & Human Resource is held accountable for the following duties and responsibilities:
  • Participate in the formulation of the company's administrative policies.
  • Manage communication in office through notices, circulars and memos.
  • Liaise and negotiate with vendors and contractors on matters relating to the supply of office products including computers, stationery and uniforms.
  • Supervise administration staff.
  • Organize staff welfare activities.
  • Verifies running bills of The Punjab Educational Endowment Fund ("PEEF").
  • Supervision of the procurement and maintenance of all office supplies such as Furniture & Fixtures, office equipment, vehicle repair & maintenance, insurance claims, Log books and maintenance register.
  • Prepare and maintain insurance schedules such as Vehicle insurance, Group insurance, Personal Accident insurance, Hospitalization insurance, Fixed Assets insurance, Cash in transit and safe insurance.
  • Administer Media Campaign related activities including placement of advertisement in the newspaper.
  • Administer hotel reservation and entertainment arrangements.
  • Monitor office expenses and ensures that the expenses do not exceed the budgeted amounts.
  • Human Resource
  • Create company strategic recruitment and selection plan.
  • Administer recruitment, career development and termination activities for all departments.
  • Create company strategic training and organizational development plan to meet personal, professional, and organizational needs of company employees.
  • Conduct ad-hoc salary reviews based on market information.
  • Oversee payroll administration including computation, report submissions, CPF payments, etc.
  • Oversee compensation programs to ensure regulatory compliance and competitive salary levels.
  • Oversee the design and development of compensation strategy and programs.
  • Direct the administration of benefit programs to include: health, retirement, death, and disability.
  • Develop and coordinate grievances and mediate workplace dispute.
  • Recommend and maintain an organizational structure and staffing levels to accomplish company goals and objectives.
  • Evaluate company culture and provide recommendations on changes to accomplish company goals and objectives.

    5. Manager MIS

    Functions of the position
    Manager MIS is held accountable for the following duties and responsibilities:
  • Advisor to the CEO on technology investments and initiatives.
  • Planning the short and long-range technology strategies.
  • Providing leadership in ensuring appropriate technology usage.
  • Assesses new and emerging technologies to determine application to The PEEF's Scholarship Management Program, Accounting and Finance Systems and other enabling functions.
  • Identify and oversee business process driven technology improvements.
  • Identifies and evaluates new technology developments and gauges applicability to The PEEF's processes by providing the Solution Architecture that satisfies business goals and objectives;
  • Maintains a current working knowledge of IT based best practices and innovative solutions within both government and industry;
  • Cultivates and maintains knowledge regarding IT based best practices and innovative solutions.
  • Oversees and coordinates with all IT Initiatives/Projects.
  • Recommends, develops, integrates, administers, and evaluates policies, procedures, and standards needed to provide flexible and cost-effective IT services.
  • Defines essential education and training required for the implementation, operations, and maintenance of Department information technology.
  • Ensures that all supported systems are configured and maintained for optimal performance, and respond to all technical incidents and problems.
  • Develop work plans for internal projects; identify resource requirements (hardware, software, and network) for the organization to meet its objectives.
  • Obtain resources across the MIS Department, and monitor the progress of internal projects to meet negotiated and targeted deadlines and deliverables.
  • Analyze data and situations, reason logically and creatively, identify problems, apply creative thinking, draw valid conclusions, and develop effective solutions.

    6. Program Manager Scholarship

    Functions of the position
    Program Manager Scholarship is held accountable for the following duties and responsibilities:
  • Oversee and responsible for all activities related to the selection of outreach and quota scholars of all scholarship programs (Middle, Matric, Intermediate, and Graduation) as per the Criteria approved by the Board of Directors.
  • Providing the Management, Board of Directors, and any other person as per the directions of the CEO with all required information, data and reports related to all scholarship programs (Middle, Matric, Intermediate, and Graduation).
  • Manage the relationships and coordination with Punjab Examination Commission, Boards of Intermediate and Secondary Education, Higher Education Commission, Centers of Excellence, Participating Schools and Colleges, Focal Committees, Centers of Excellence.
  • Responsible for handling all issues related to Scholarships e.g. Scholar or Institutional grievances
  • Responsible for all aspects of the Scholarship Management System.

    7. Manager Monitoring & Disbursement

    Functions of the position
    Manager Monitoring & Disbursement is held accountable for the following duties and responsibilities:
  • Conduct quarterly assessment of outreach and quota scholars from all the scholarship programs (Middle, Matric, Intermediate, and Graduation).
  • Conduct annual / bi-annual assessment of affiliated institutions.
  • Conduct annual assessment of The PEEF KPIs for all the internal and external stakeholders.
  • Oversee and conduct quarterly / annual compliance assessment.
  • Oversee the disbursement process and maintain complete record of all disbursements.
  • Evaluate and make recommendations on the basis of impact assessment results & reports.
  • Assist in selection of COE for all scholarship programs.
  • Ensure timely disbursements of Scholarship stipend to all levels.
  • Conduct and assist team in field monitoring visits.
  • Any additional function as assigned by the senior management.

    8.Internal Auditor

    Functions of the position
    Internal Auditor is held accountable for the following duties and responsibilities:
  • Develop and update internal audit program.
  • Plan and monitor audit work schedules.
  • Conduct compliance test to ensure the presence, effectiveness and continuation of the Internal Control Systems.
  • Ensure that accepted accounting and audit principles and policies are followed.
  • Evaluate the adequacy and effectiveness of internal accounting procedures and operating systems and controls.
  • Prepare recommendations for all levels of management, considering materiality, pertinence and documentary evidence.
  • Make recommendations to resolve audit findings requiring corrective action.
  • Prepare internal audit reports.
  • Other duties as assigned.

    PEEF Objectives

    PEEF has been established with the objective of promoting academic excellence by providing financial support to talented and deserving students to help them realize their potential. This programme envisages developing the overall personality of students and creating a critical mass of talented students that will contribute to the development of the society. Following are the four (4) major objectives of PEEF:

  • Scholarship for talented and less privileged students to bring them at par with the more fortunate ones
  • Creation of a critical mass of talented youth for the development of society .
  • Identification and support to extremely marginalised students through special quotas.
  • Supporting the less privileged and best students of Punjab Board for Technical Education (PBTE), other provinces - including Azad Jammu Kashmir (AJK) , Federally Administrated Tribal Areas (FATA), Gilgit-Baltistan (GB) and Islamabad Capital Territory (ICT).
